The Developer shall be responsible for the payment of <br />the Village Area Alternative Urban Areawide Review (AUAR) fee as adopted by the City Council <br />with respect to the environmental review completed by the City. The Village Area Alternative <br />Urban Areawide Review (AUAR) fee in the amount of $230.00 per REC shall be paid by the <br />Developer or the Developer’s contractor on behalf of the Developer to the City at the time the City <br />issues a building permit for each building with the development. <br />23. SANITARY SEWER AND WATER UTILITY AVAILABILITY CHARGES (SAC AND <br />WAC). The Developer shall be responsible for the payment of all sewer availability charges <br />(SAC) and all water availability charges (WAC) with respect to the Subdivision Improvements <br />required by the City and any state or metropolitan government agency. <br />The sewer availability charge (SAC) in the amount of $3,000.00 per Residential Equivalent <br />Charge (“REC”) shall be paid by the Developer or the Developer’s contractor on behalf of the <br />Developer to the City at the time the City issues a building permit for each building with the <br />development. <br />The water availability charge (WAC) in the amount of $3,000.00 per REC shall be paid by <br />the Developer or the Developer’s contractor on behalf of the Developer at the time the City issues <br />a building permit for each building within the development. <br />In addition, a sewer connection charge in the amount of $1,000.00 per REC, a <br />Metropolitan Council sewer availability charge in the amount of $2,485.00 per REC, and a water <br />connection charge in the amount of $1,000.00 per REC will be payable by the Developer and <br />collected by the City at the time the City issues a building permit for each building with the <br />development. <br />24. WETLAND MITIGATION. The Developer shall complete wetland mitigation/restoration <br />in accordance with the approved Plans and in accordance with any applicable Watershed or <br />agency permits.
