CIP 2025-2029 Description The project scope includes the following improvements at the intersection of County State Aid Highway (CSAH) 10 (10th Street) and CSAH 17 (Lake Elmo Avenue). 1) improved intersection control- likely with a roundabout or signal 2) highway drainage and surface water management 3) pedestrian and bicycle facility improvements Preliminary design along with public engagement will determine the final project scope, right-of-way acquisition required, and cost estimates, which will be included in a future capital improvement plan. Justification Stillwater Public School District is planning to construct a new elementary school in the northwest corner of CSAH 10 and CSAH 17. This new school will increase traffic volumes at this intersection, which is currently controlled with all-way stop signs.
