<br />Description
<br />The project scope includes the following improvements to County State Aid Highway (CSAH) 13 (Ideal
<br />Avenue) in Oakdale and Lake Elmo:
<br />1) safety improvements including widening for shoulders
<br />2) pavement improvement
<br />3) turn lane and intersection improvements
<br />4) pedestrian and non-motorized upgrades
<br />5) drainage improvements
<br />Justification
<br />Increased traffic and development drive the need for roadway upgrades, including widening of the road and
<br />the railroad crossing. This area is also a nexus for regional surface water drainage, hence the design needs to
<br />work toward accommodating and improving regional surface water management in this area.
