1 <br /> <br /> STAFF REPORT <br />DATE: 11/6/2024 <br /> ITEM #: <br /> Regular <br />TO: Lake Elmo City Council <br />FROM: Nathan Fuerst, AICP, Consulting Planner <br />AGENDA ITEM: Lake Elmo Elementary - Conditional Use Permit, Variance, and Preliminary <br />Plat <br />REVIEWED BY: Jason Stopa, Community Development Director <br /> Sophia Jensen, City Planner <br /> <br /> <br />BACKGROUND: <br />As a result of an assessment of school facility needs, Stillwater Area Public Schools (ISD 834, hereafter <br />referred to as the “School District”) has identified the need for a new elementary school facility in Lake <br />Elmo’s South Planning Area. The School District has identified the subject property as a preferred <br />location for a new elementary school to replace the aging Lake Elmo Elementary located Northeast of <br />the intersection of Lake Elmo Blvd N. and Stillwater Blvd. N. <br /> <br />On March 6, 2024, the City Council approved an amendment to the City’s Comprehensive Plan and <br />Zoning Map to allow for the establishment of the public-school use on the subject property. Since that <br />time, the School district’s team has been compiling detailed development plans for the site. <br /> <br />The following applications represent entitlements required for this project: <br />1. Conditional Use Permit (CUP) – The Public Facilities zoning district requires a CUP for this <br />use, a public school. The CUP will cover use of the entire site. <br />2. Subdivision – The School District’s is proposing to develop an unplatted property. Consistent <br />with other development, the School District is required to plat the property through the major <br />subdivision process, this is due to the previously unknown need for public right of way <br />dedication and improvements. <br />3. Variance – Variances to the maximum lot area in the PF District and location of a drive in a <br />buffer area are required. <br /> <br />ISSUE BEFORE THE CITY COUNCIL: <br />Should the City Council approve the CUP, Subdivision, and Variance requests to allow the Lake Elmo <br />Elementary School to move forward? <br /> <br />REQUEST DETAILS: <br />Applicant/Owner: <br /> <br />Stillwater Public Schools (ISD 834) <br /> <br />Location: PID 26.029.21.44.0001 <br />Zoning District: Public Facilities <br />Future Land Use: Institutional
