The new school is proposed to be located at the corner of Lake <br />Elmo Avenue (CSAH 17) and 10 Street (CSAH 10). The review consisted of the following documentation: <br /> Plat: 10th and Lake Elmo School Addition. <br /> Preliminary Plat and Plans dated August 23, 2024: C000, C001, C002, C050, C100‐C105; C200‐C205; C300‐ <br />C305; C400‐C405; C500‐505. <br /> Stormwater Management Report dated August 23, 2024. <br /> Draft Geotechnical Report dated June 26, 2024. <br /> Traffic Study dated August 1, 2024. <br /> <br /> <br />FINAL PLAT: 10TH AND LAKE ELMO SCHOOL ADDITION <br />1. The Final Plat shall not be recorded until the City Engineer approves the Final Construction Plans. <br />2. County Roadway Right‐of‐way Dedication. Right‐of‐way dedication has been shown on the Plat along both <br />Lake Elmo Avenue (CSAH 17) and 10th Street North (CSAH 10) to provide a total of 75‐feet from <br />referenced section line. The right‐of‐way dedication must be reviewed and verified by Washington County <br />prior to recording a Final Plat to ensure the right‐of‐way dedication is sufficient for future County roadway <br />improvements, including potentially a future roundabout complete with pedestrian facilities. <br /> Additional right‐of‐way dedication appears to be needed at the northwest corner of Lake Elmo <br />Avenue (CSAH 17) and 10th Street North (CSAH 10) to accommodate a site‐triangle similar to the <br />northeast and southeast corners. <br />3. All easements as required by the City Engineer and Public Works Director shall be documented on the <br />Final Plat prior to the release of the Final Plat for recording. Easement revisions may be necessary to the <br />Final Plat as the Construction Plans are reviewed and finalized. All easement areas must be free from all <br />encroachments other than those approved by the City Engineer and upon execution of an easement <br />encroachment agreement. Prohibited encroachments include, but are not limited to trees, structures, <br />landscaping, fences, retaining walls, storm sewer running parallel with the easement, stormwater basins <br />and BMPs, and grading that exceeds 4:1. <br />4. Dedicated drainage and utility easements, minimum 10‐feet wide, are required along all public roadway <br />frontage. Easements along public roadways, including Lake Elmo Avenue (CSAH 17) and 10th Street (CSAH <br />10), have been shown on the Final Plat as required. <br /> Site and grading plan revisions will be necessary to remove grading and BMP encroachments to <br />preserve the use of these easements for small/dry utility installation.
