City of Lake Elmo <br />August 20, 2024 <br /> <br /> <br /> 2 of 4 12236128.000 <br /> <br />➢ Grading: The existing site has a vast variation in grades as the high point of the site is <br />over 46 feet of vertical difference from the low point of the site and there are relatively <br />no flat areas other than the northwest corner of the site. <br /> <br />The design factors above all have significant impact on design of the site and overall impact on <br />the trees. The next section will directly outline how each of these design criteria impacted the <br />tree preservation of the site. <br /> <br />➢ Access Points & County Road: These entry points to the site provide roughly a quarter <br />mile separation from intersection of Lake Elmo Ave North and 10 Street North as this is a <br />standard with Washington County. Both of proposed locations enter the site in highly <br />wooded areas. The entry on the northeast side of the site off of Lake Elmo Ave North has <br />no flexibility in its location as it cannot be pushed further North as it’s already near the <br />edge of the property and it also can’t push further south at its already just under the <br />Washington County’s desired quarter mile spacing from the intersection and the County <br />will prohibit moving the entry any further south. The entry on the south side of the site <br />off of 10th Street North has the flexibility to move further West but would impact an <br />existing right turn lane but not further east due to Washington County’s desired quarter <br />mile spacing from the intersection. The proposed design kept the south entry as east as <br />possibly as this design option would have the east impact on trees. <br /> <br />In Addition to the access points a trail was required on the south and east side of the <br />property adjacent to the county roads this requirement was from both the County and the <br />City of Lake Elmo. Due to the existing topography adjacent to the county road the <br />proposed trail required the design had to make significant modifications to the <br />topography alongside the county road. The topography was revised to provide both a <br />trial consistent with City and County standards and also to create a new drainage way for <br />the runoff from the county road that would not inhibit the trail, this had significant <br />impacts on the existing trees due to the revised topography. <br /> <br />Image #1 and Image #2 below depict the access points and trail that service Lake Elmo <br />Ave North and 10TH Street North <br /> <br /> <br />Image #1 Image #2
