City of Lake Elmo <br />August 20, 2024 <br /> <br /> <br /> 3 of 4 12236128.000 <br />➢ Adjacent Parcels: The gun club being an adjacent parcel had a significant impact on the <br />layout of the site. A 750 foot buffer was used from the edge of the gun club’s property <br />when determining the layout of the site. This buffer is shown in Image #3 below. <br />Pushing out proposed site layout to the East side of the site had a significant impact on <br />trees as this side of the parcel which was farmed less and had a greater number of trees <br />and vegetation. <br /> <br /> <br />Image #3 <br /> <br />➢ Drainage Patterns, Wetlands, and Landlocked basin: The overall site was designed to <br />maintain existing drainage patterns and preserve the existing landlocked basin to meet the <br />Valley Branch Watershed Districts requirements. <br /> <br />The southern landlocked basin was significantly impacted by the access point entering <br />the site due to vast grade change between the landlocked basin and the entry drive. This <br />caused a large number of trees to be impacted, in addition the volume taken away from <br />the land locked basin due entry drive had to be made up in that landlocked basin, this <br />meant further grading was required in the basin to restore the volume back to what it was, <br />this in turn impacted additional trees. <br /> <br />The landlocked basin on the North side of the site was expanded due to request from <br />Washington County as they plan on improving Lake Elmo Ave North and 10TH Street <br />North in the future, on going coordination is still being done to finalize coordinating the <br />stormwater need of the County, but this expansion of the landlocked basin also impacted <br />additional trees. The expanded landlocked basin can be seen on the North side of the site <br />in Image #1 which was referenced above, in addition Image #4 depicted below shows the <br />flood elevations of the existing landlocked basin. <br />
