City of Lake Elmo
August 20, 2024

4 of 4 12236128.000
Image #4

➢ Grading: The existing topography of the site has large variations in grades and lack any
large flat areas to propose improvements such a school, parking lots, ball fields, soccer
fields, and any other amenities typically found at an elementary school. The vast
variation of grades can be seen below in Image #5. To design a site that would provide
all these amenities, the site needed to be mass graded to provide flatter areas. The mass
grading of the site was done in a way to maintain as many trees a feasibly possible while
still proving amenities that will service the school district and the public.

Image #5

The design choices listed above outline why trees throughout the site were impacted. These
choices, along with the other site factors and the fact that the site is heavily wooded, seem to be
reasonable justifications for providing an exception to the tree preservation requirements.
