City Council Meeting <br />November 19, 2024 Page 4 <br /> <br />Parkland Dedication: The City’s ordinance requires parkland dedication in the amount of 10% <br />of the land or value of the land if cash in lieu. The City’s prior approvals required a cash in lieu <br />fee of parkland dedication of $380,000. The cash in lieu amount is based on the purchase price of <br />the land, which was $3,800,000 or 268,551.24/acre. <br /> <br />The dedication requirement for this property is calculated by staff as follows. <br />• Step 1: 10% of 14.15 acres equates to 1.415 acres required for parkland dedication. <br />• Step 2: According to property sale information, the fair market value per acre is <br />$268,551.24 dollars per acre. <br />• Step 3: 1.415 ac x $268,551.24 /ac = $380,000 <br /> <br />Review Comments: <br />City Engineer Comments: <br />See attached memo dated November 1, 2024. The City Engineer has suggested that approval, if <br />granted, should be conditional upon addressing each review comment in the Engineer’s review <br />memo. Modifications to the plans are required in the City Engineer’s Memo. Public improvements <br />shall be consistent with the City Engineering Design Standards Manual dated January 2022. <br /> <br />One notable requirement is for the Applicant to complete improvements to Hudson Boulevard that <br />were anticipated with the initial development approvals. That is still a condition proposed for this <br />approval. <br /> <br />Fire Chief Comments: <br />See attached memo dated November 22, 2023. Conditional approval is suggested. <br /> <br />Landscape Architect Comments: <br />See attached memo dated October 22, 2024. Plans have been approved. <br /> <br />South Washington Watershed District (SWWD): <br />SWWD has not commented on the project, the Developer will be required to identify and receive <br />any permitting that is required from the watershed for this project. <br /> <br />City Attorney Review: <br />The City Attorney is working to compile a plat opinion letter. The applicant will be required to <br />address it. <br /> <br />RECOMMENDED FINDINGS OF APPROVAL: <br />The City Council will be required to make findings in support of a decision to approve or deny the <br />Applicant’s requests. The following findings could be made by the City to approve the <br />development. <br /> <br />Recommended Findings for Final Plat/ PUD. Staff recommends approval of the Final Plat <br />and Final Planned Unit Development (PUD) for PID 3402921340012based on the following <br />findings: <br />1. That all the requirements of City Code Section 103.00.100 related to the Final Plans and <br />Final Plat have been met by the Applicant.
