The review consisted of the following documentation received on October 15, 2024: <br /> DPS Lake Elmo 3rd Addition Final Plat, not dated. <br /> The Roers Multi‐Family Site Plans dated September 13, 2024. <br /> Project Manual/Specifications dated September 13, 2024. <br /> Stormwater Management Report dated August 15, 2024. <br /> <br /> <br />STATUS/FINDINGS: STATUS/FINDINGS: Engineering review comments have been provided in two separate <br />memos; one for Final Plat approval, and one to assist with the completion of the Final Construction Plans. Please <br />see the following review comments relating to the Final Plat application. <br /> <br /> <br />FINAL PLAT AND EASEMENTS <br />1. The Final Plat shall not be recorded until the City approves the Final Construction Plans. <br />2. Final Plat approval must be contingent upon the dedication of Hudson Boulevard right‐of‐way to the City, <br />as shown on the Final Plat and Final Construction Plans dated September 13, 2024. <br />3. Final Plat approval must be contingent upon the dedication of Julia Avenue right‐of‐way to the City, as <br />shown on the Final Plat and Final Construction Plans dated September 13, 2024. A 100‐foot right‐of‐way <br />dedication along Julia Avenue is shown on the Final Plat to replace the existing Public Roadway Easement <br />per Doc No 4228019, and existing Drainage and Utility Easement per Doc No 4007704. <br />4. No Outlots are proposed as part of the Final Plat. <br />5. All easements as required by the City Engineer and Public Works Director shall be documented on the Final <br />Plat prior to the release of the Final Plat for recording. <br />6. All easement areas must be free from all encroachments other than those approved by the City Engineer <br />and upon execution of an easement encroachment agreement. Prohibited encroachments include, but are <br />not limited to trees, landscaping, fences, retaining walls, building structures, and excessive slopes. <br />7. Drainage and utility easements are required to be dedicated on the Final Plat along all lot lines. <br />8. Drainage and utility easements are required over all public watermain and sanitary sewer as determined by <br />the City Engineer and Public Works Director. Watermain and sanitary sewer easements must be a minimum <br />width of 30 feet, or 15 feet in each direction from centerline of pipe, hydrant or manhole structure. <br />Easements have generally been provided on the Final Plat and construction plans as required. Additional <br />easement must be provided to comply with City minimum easement requirements at the hydrant located <br />at STA 2+00 of the Utility Plan. Easements revisions may be necessary to reflect any changes made to the <br />utility layout and alignments to obtain City construction plan approval.
