<br />26 CITY OF LAKE ELMO, MN <br />Implementation Plan <br /> <br />Table 4 contains a proposed implementation plan for the recommendations contained within this report. The <br />recommendations are assigned a prioritization level (1 = highest; 4 = lowest), as well as an estimate of the expected <br />time to complete or implement each recommendation. Some of the recommendations may be subject to external <br />factors, however, such as the available job market, which may delay the time to full implementation.
