Name:Stormwater Utility Fee – Equitability Review <br />Date:August 6, 2025 <br />Page:2 <br />Document1 <br />Lake Elmo is currently developing GIS mapping and making asset management improvements that will <br />help to identify necessary improvements for the community’s storm water assets and operations, as <br />well as conducting a review of the MS4 Program. A review of these items may result in additional <br />funding being recommended to address any issues. A review of the Storm Water Utility fee in <br />conjunction with these reviews will yield a better and more transparent answer of equitability and <br />provide adequate justification for any sort of adjustment to the fee. Staff is currently working to get a <br />meeting targeted for discussion of the MS4 Program and the City of Lake Elmo will begin the process of <br />updating the Comprehensive Plan later this year. It is my recommendation that if the City Council would <br />like to move forward with a more in-depth review of the Stormwater Utility fee that it follow the <br />schedule for review of the aforementioned programs.
