C. Subdivision and Lot Information GWSA Land Development, LLC is proposing the 2nd Addition of North Star. The preliminary plat included an amenity lot with a gathering area and pool along with 20 acres of upland open space for a City park next to Sunfish Lake. The approved plan proposed 72 lots 65’ wide and 128 lots 51’ wide. The 2nd Addition Final Plat to be named North Star 2nd Addition, will consist of 61 lots. The proposed development is located on the former Schiltgen Farms property at the corner of Stillwater Boulevard and Lake Elmo Avenue North. The site consists of approximately 101.39 gross acres with wooded slopes, wetlands and Sunfish Lake to the west, Legacy at North Star to the north and Lake Elmo Elementary to the east. The remaining Schiltgen Parcel is south separated by Stillwater Boulevard. There are three access points to the North Star development. The entire development will provide 43.97 acres of open space, 56% of the upland area excluding ROW. North Star will be a mixture of one- and two-story single-family homes on 65’ and 51’ lots. Most of the neighborhood will back up to natural open space or ponds with very few back-to-back lots that will provide a very open feel to the neighborhood. The architecture will be similar to Legacy at North Star. Due to the fact the proposed development falls within the shoreland of Sunfish Lake, it is subject to the City’s Shoreland Regulations. To get flexibility and develop to the existing land use designation and guidance in the 2040 Comprehensive Plan of V-LDR, a PUD is required. V-LDR guidance allows 1.5-3.0 units/acre.
