The Developer shall complete wetland <br />mitigation/restoration in accordance with the approved Plans and in accordance with any <br />applicable Watershed or agency permits. If the mitigation work is found to be incomplete or <br />restoration is unsuccessful, the City may draw down the Security at any time during the warranty <br />period to perform the work if the Developer fails to take corrective measures after being provided <br />notice by the City. <br />27. BUILDING PERMITS/CERTIFICATES OF OCCUPANCY. <br />A. The City will not issue any building permits for any lot within the Subdivision, or within <br />a completed phase of the Subdivision in a City preapproved phasing plan, until such <br />time that sanitary sewer, water, storm sewer, curbing and one lift of asphalt has been <br />installed, tested, and verified by the City for all public streets; boulevard grading has <br />been completed within the entire right-of-way (without hold down grading for the <br />future sidewalk or any other improvements); street and traffic control signs are <br />installed; property monuments have been installed, grading as-built plans have been <br />submitted and approved by the City, and the Management Plan for the Stormwater <br />Reuse Irrigation System has been submitted and approved by the City. A <br />“preapproved phasing plan” is defined as a phased construction plan that has been <br />submitted by the Developer and approved by the City in advance of the <br />preconstruction meeting for the Subdivision. Once the construction has started, the <br />City will not consider revisions to the phasing plan for the purpose of issuing building <br />permits. <br />B. The City may issue up to a total of three (3) building permits for a “Model Home” if <br />authorized by the City Community Development Director before the completion of <br />the Subdivision Improvements described in paragraph 27 (A) above, however, the <br />Model Home Lot shall have the following in place before the City will allow
