For the years 2022 and 2023, The city opted
in to participate in the voluntary Performance Measurement Program of the Office of the State
Auditor (OSA).

The Performance Measurement Program began in 2010 for cities and counties to report on at
least 10 performance measures annually to aid residents, taxpayers, and state and local elected
officials in determining the efficacy of counties and cities in providing services and measure
residents' opinions of those.

Participation in 2024 performance measurement program consisted of, 38 cities (4%) and 26
counties (30%). This was a decrease of three cities and two counties from 2023.

In order to participate the city would require passing a resolution by July 1 each year and
reporting on at least 10 performance measures.

ISSUE BEFORE COUNCIL:
Should the Council approve the resolution submitting participation in the program and reporting
on the performance measures for 2024?

DETAILS/ANALYSIS:
In previous years a survey was conducted to allow citizens rating of services. The response rate
has ranged from 110 to 52 responses. This year staff opted for standards that we have the data on
in lieu of the citizen survey.
