goals for 2021-2022, the metrics collected for this program’s standards doesn’t necessarily
include areas that the city is focused on actively making changes in operations to improvement
efficiencies.

The question that comes to mind for a future council discussion is to discuss what metrics this
council believes will measure our success or improvement towards achieving the current
council’s strategic objectives and goals.

FISCAL IMPACT:
As an added benefit for participating in the program, the city will receive $0.14 per capita up to
$25,000. Our population at the time of the 2020 census was 11,335 so that would equate to
$1,586.90.

OPTIONS:
1. Approve the resolution authorizing participation in the state performance measures
program and submit data for 2024.
2. Amend and then approve the resolution authorizing participation in the state performance
measure program and submit data for 2024.
3. Do not approve a resolution to participate in the state performance measures program.

RECOMMENDATION:
If removed from the Consent Agenda, staff recommends the following motion:

Motion to Approve Resolution Authorizing Participation in the State Performance Measurement
Program and Reporting Results for 2024.”

ATTACHMENTS:
Resolution 2025-047
2024 City of Lake Elmo Performance Measures
Standard Measures for Cities
