A photometric plan was provided for the apartment building. The plan shows that the <br />building complies with city code. All lighting fixtures proposed in the development will be <br />required to be downcast and compliant with applicable lighting standards. <br /> <br />Proposed PUD Deviations and Review. <br />The following list summarizes the proposed deviations from City Code that would be approved <br />with this PUD as presented: <br />1. Minimum lot size for multifamily apartment building <br />2. Front and rear yard setbacks for townhome lots <br />3. Impervious Surface for attached townhome lots (individually) <br />4. Building setback from 5th Street North <br />5. Attached Townhomes not fronting a public street (private streets) <br />6. Boulevard Tree Spacing at intervals greater than every 50’ <br />7. Driveway spacing less than every 10’ (at 5’) <br /> <br />Remaining Design Issues. <br />Conditions of approval have been recommended by staff to address the following: <br />1. Parallel Street parking is suggested along streets to create a better streetscape and <br />maximize green space. <br />2. Sidewalk connectivity is lacking in the southeast and southwest corners of the site east of <br />Island Trail. Staff suggest adding connections at those corners to better link this <br />development with the surrounding sidewalk network. <br />3. The City’s design standards prohibit vinyl siding as a primary material and favor other, <br />more durable, materials for facades in High Density Residential areas. Staff recommend <br />that the vinyl siding be replaced with an alternative that is consistent with the City’s design <br />standard manual. <br /> <br />Public Hearing, Planning Commission review and Recommendation. <br />The Planning Commission held a public hearing on this project at its regular meeting on April <br />14, 2025. Community members present provided comments which staff have summarized below: <br />• Concerns for increase in vehicle traffic in areas surrounding the development project <br />• Concern for traffic speeds along 5th Street North <br />• Desire for safe crossing locations across 5th Street North <br />• Comments on stormwater reuse system in existing Inwood additions <br /> <br />This project was reviewed by Planning Commission on April 14, 2025 and tabled for further <br />consideration to allow for revisions to the project plans to bring the project closer to compliance <br />with City design standards. On April 29, 2025 the preliminary plat and PUD plans were <br />resubmitted to the City after a redesign of the eastern half of the project. <br /> <br />The City’s Planning Commission reviewed and discussed the project again at its May 12, 2025 <br />meeting. After making findings in general support of the project, the Planning Commission voted <br />unanimously to recommend approval of the Comprehensive Plan Amendment, and voted 4-1 to <br />recommend approval of the Preliminary Plat and Planned Unit Development with the findings <br />and conditions proposed by staff. <br />
