Then in 2016, GoodPointe <br />Technology was retained to conduct a city-wide street inventory and pavement condition assessment using <br />the PCI rating system. The pavement management information is uploaded to ICON, an infrastructure <br />database management program that is used to manage and track the condition of the city’s pavements. The <br />pavements were then re-rated in 2021 by GoodPointe Technology and a formalized Pavement Management <br />Plan (PMP) was adopted by the City Council in 2023, based on the 2021 ratings. One of the <br />recommendations adopted in the 2023 PMP is to perform the pavement condition assessments every 4 years <br />to maintain current assessment data. <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Pavement Management Plan update, <br />dated July 2025. <br /> <br />PROPOSAL DETAILS/ANALYSIS: GoodPointe Technology was retained once again to perform an <br />update on the pavement condition assessments for the city street network with the previous ratings having <br />been conducted in 2021. The PCI assessments were obtained in the field in May 2025. Upon receipt of the <br />updated data, Public Works and Engineering staff reviewed the 2025 PCI ratings and made minor <br />adjustments to the 10-year Street Capital Improvement Plan, including local and collector roadways. The <br />updated PCI ratings were also used to finalize the work plan and recommendations for the 2025 Street <br />Maintenance Project, including mill and overlays, crack seals, and seal costs. A copy of the updated <br />Pavement Management Plan (PMP) is attached and is dated July 2025.
