<br />The city’s Pavement Management Plan has been developed to document a systematic program of <br />maintenance, repair, and improvement for the city street network. A good pavement management program <br />will help to provide more accurate and accessible information on the pavement conditions, will better track <br />pavement performance, will help to better predict funding needs and will make more efficient use of <br />available resources. In addition, the data driven process will improve communications between staff and <br />the City Council for the purpose of establishing and supporting the proper funding and budget levels. <br /> <br />The PMP consists of the following key elements: <br />1. Current Pavement Condition Report, using 2025 Ratings. <br />2. PCI rating for each street segment, presented in Map and tabular form. Staff recommends updating <br />ratings every 4 years. <br />3. Pavement Maintenance and Rehabilitation Methods with updated estimated Unit Costs. <br />4. Pavement Life Cycle Maintenance and Rehabilitation Schedule. <br />5. Recommended 10-Year Street Capital Improvement Plan (2026-2035). <br /> <br />FISCAL IMPACT: The policies and practices outlined in the PMP are intended to provide a blueprint for <br />the City to maximize the expected useful life of the city streets while minimizing maintenance and <br />rehabilitation costs. <br />RECOMMENDATION: Staff is recommending that the City Council approve the Pavement Management <br />Plan update, dated July 2025.
