STAFF REPORT
DATE:9/2/2025
Consent
TO:City Council
FROM:Marty Powers, Public Works Director
AGENDA ITEM: Public Works Floor Resurfacing
REVIEWED BY: Nicole Miller
CORE STRATEGIES:
☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services
☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future
☐ Managed Growth ☒ Resilient Infrastructure
BACKGROUND:
The Public Works Shop was constructed in 2006. Over the past 20 years, the road salt and chemicals
have deteriorated the concrete floor’s surface, creating pitting and pores open to moisture and debris. If
not corrected, the floor will continue to degrade until full replacement is needed. The shop floor surface
is no longer easily cleaned, which holds pockets of water, dirt, road salt and other debris creating slip
hazards and making it challenging to make clean repairs on vehicles or to keep the debris out of vehicles,
equipment and the office.
ISSUE BEFORE COUNCIL:
Should the council approve resurfacing the east half of the Public Works shop floor in 2025 as phase one
of the project?
PROPOSAL DETAILS/ANALYSIS:
To correct and preserve the current concrete shop floor, Public Works has researched several methods and
materials to improve and protect its surface. Staff reached out to the City of Woodbury, the City of
Richfield and the City of Lakeville, who have all recently undertaken concrete resurfacing in their shops.
Staff also discussed four options from vendors and requested quotes to grind, level, epoxy and seal the east
half of the Public Works Shop floor in 2025. The East half has the most damage due to the location of the
salt trucks, heavy equipment and the brine storage. All vehicles, equipment and supplies will need to be
shifted to the west side of the shop or stored outside during this resurfacing process. A typical floor
resurfacing is expected to last 10-15 years in a Public Works facility with heavy trucks, equipment
maneuvering and heavy iron making contact with it. Small area patching is expected half way through its
life to touch up damaged areas.
