Finance Analyst and Utility Billing Clerk Updated: August 2025 <br />Provide back-up for AP and Escrow. <br />Assist with build-out of Finance files in Laserfiche. <br />Assist with year-end audit schedules and preparation <br />Process miscellaneous cash receipts daily. <br />Other duties as assigned <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Demonstrate ability to prioritize tasks, solve problems and meet deadlines. <br />Work well with internal staff and provides them with accurate and timely financial reports and problem <br />resolution when appropriate. <br />Make minimal errors completing recurring entries, utility billings, calculations, subsidiary spreadsheets, <br />etc. <br />Promptly resolves accounting problems in a constructive and well-documented manner. <br />Commitment to exceptional customer service and a positive attitude. <br />Demonstrate a team player approach and a high level of professionalism in assisting staff. <br />Demonstrate initiative in process improvement opportunities. <br />Ability to perform successfully with minimal supervision. <br />Ability to maintain adequate and positive working relationships with staff and the public. <br />MINIMUM QUALIFICATIONS <br />Education: High School/GED <br />Experience: One to three years’ experience in bookkeeping, accounting, and/or general office experience, <br />providing customer service and interacting with the general public. <br />DESIR ED QUALIFICATION <br />Education and moderate experience in accounting and finance <br />Ability to exercise independent judgment and discretion in decision-making <br />Ability to effectively problem solve using analytical and strategic thinking <br />Previous government experience; Knowledge of principles and practices of local government <br />Advanced computer software experience and proficiency in Word, Xcel and other financial software <br />packages such as BS&A and Springbrook <br />Process basic computer skills, including experience using Microsoft Office, web browsing, basic <br />computer mapping (Google Maps), and Adobe <br />COMPETENCIES COMMON TO ALL CITY POSITIONS <br />Develop and maintain a thorough working knowledge of and compliance with all departmental and <br />applicable city policies and procedures. <br />Demonstrate by personal example the spirit of service, excellence, and integrity expected from all staff. <br />Develop respectful and cooperative working relationships with co-workers, including willing assistance <br />to newer staff to perform job responsibilities confidently and quickly. <br />Confer regularly with and keep your immediate supervisor informed of all critical matters about the <br />applicable job functions and responsibilities. <br />Represent the City of Lake Elmo professionally to the public, outside contacts, and constituencies. <br />PHYSICAL AND MENTAL REQUIREMENTS <br />Positions in this job typically require sitting, feeling, manual dexterity, grasping, talking, hearing, typing, <br />and seeing. This position encounters unexpected and prolonged workdays, stress, and pressure from <br />dealing with emotional issues and conflicts. There is also sustained exposure to computer keyboards
