STAFF REPORT <br />DATE:September 2, 2025 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: Jennifer Doyle, Administrative Services Coordinator <br />AGENDA ITEM: Change in job description <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: After evaluating the needs of the Finance Department, we have found the Utility <br />Billing Clerk position has some capacity to handle some additional tasks, especially with the <br />implementation of the new finance BS&A software that will add some efficiencies. This job description <br />includes the addition of tasks such as grant accounting, water conservation, and special projects such as <br />the implementation of the new finance software. <br />ISSUE BEFORE COUNCIL: Consideration of changing the Utility Billing Clerk job description to <br />Finance Analyst & Utility Billing Clerk. <br />PROPOSAL DETAILS/ANALYSIS: Staff evaluated how the Utility Billing position could better assist <br />the Finance department with some additional needs found within the department. The position has capacity <br />to handle some additional tasks that would be considered a higher level than the utility billing duties. It was <br />determined to move the proposed job from grade level 4 to grade level 5, to account for the increased level <br />of tasks. <br />FISCAL IMPACT: <br />This would have a minimal impact on the 2025 budget and is included in the 2026 budget. <br />OPTIONS: <br />1.)Approve the Finance Analyst & Utility Billing Clerk job description. <br />2.)Do not approve the Finance Analyst & Utility Billing Clerk job description. <br />RECOMMENDATION: <br />If removed from the consent agenda: <br />“Motion to approve the Finance Analyst & Utility Billing Clerk job description.” <br />ATTACHMENTS: <br />Finance Analyst & Utility Billing Clerk job description
