Pre-project Site Conditions – Describe existing contamination or potential environmental <br />hazards on or in close proximity to the project site, such as soil or groundwater contamination, abandoned dumps, closed landfills, existing or abandoned storage tanks, <br />and hazardous liquid or gas pipelines. Discuss any potential environmental effects from pre-project site conditions that would be caused or exacerbated by project construction <br />and operation. Identify measures to avoid, minimize, or mitigate adverse effects from existing contamination or potential environmental hazards. Include development of a <br />Contingency Plan or Response Action Plan. <br />The Minnesota Pollution Control Agency’s (MPCA) What’s In My Neighborhood (WIMN) <br />database was reviewed to determine if any known contaminated properties or potential environmental hazards are located within the AUAR s tudy area. Two sites were identified within <br />the AUAR study area and two sites were identified within 250 feet of the AUAR s tudy a rea (see Table 8 and Figure 16). <br />Using the following criteria established by the Minnesota Department of Transportation <br />(MnDOT), the sites were classified into high, medium, and low risk sites: <br />• High risk: In general, sites with high environmental risks are properties that have documented releases of chemicals or hazardous or regulated substances (e.g., active and <br />inactive state and federal cleanup sites, active and inactive dump sites, and active leaking underground storage tank sites), strong evidence of contamination (e.g., soil staining, <br />stressed vegetation), or storage of large volumes of petroleum or other chemicals (e.g., bulk storage tank facilities). <br />• Medium risk: Sites of medium environmental risk are properties where smaller volumes of petroleum, chemicals, or hazardous materials are frequently stored and used (e.g., <br />registered underground and aboveground storage tanks, vehicle repair facilities, metal working shops), but at which no evidence of spills or releases exists, or properties with <br />documented releases that have been “closed” (signifying no further cleanup actions deemed necessary) by the MPCA.
