Cumulative Potential Effects <br />AUAR Guidance: Because the AUAR process by its nature is intended to deal with cumulative potential effects from all future developments within the AUAR area, it is presumed that the responses to all <br />items on the EAW form automatically encompass the impacts from all anticipated developments within the AUAR area. <br />However, the total impact on the environment with respect to any of the items on the EAW form may also be influenced by past, present, and reasonably foreseeable future projects outside of the AUAR <br />area. The cumulative potential effect descriptions may be provided as part of the responses to other appropriate EAW items, or in response to this item. <br />a. Describe the geographic scales and timeframes of the project related environmental <br />effects that could combine with other environmental effects resulting in cumulative potential effects. <br />Cumulative effects are defined as the “effect on the environment that results from the <br />incremental effects of a project in addition to other projects in the environmentally relevant area that might reasonably be expected to affect the same environmental resources, including future <br />projects actually planned or for which a basis of expectation has been laid, regardless of what person undertakes the other projects or what jurisdictions have authority over the projects.”6 The <br />geographic areas considered for cumulative effects are those areas adjacent to the AUAR s tudy a rea, and the timeframe considered includes projects that would be constructed in the <br />reasonably foreseeable future. <br />b. Describe any reasonably foreseeable future projects (for which a basis of expectation has been laid) that may interact with environmental effects of the proposed project within the geographic scales and timeframes identified above. <br />Washington County is planning to construct road improvements on Ideal Avenue from 34th <br />Street (CSAH 14) to 44th Street in the Cities of Oakdale and Lake Elmo. The project includes improvements to intersection controls, pavement, surface water drainage, and continuing north- <br />south trail segments. The first phase of the project was constructed in 2017 and the second phase of the project is planned for construction in 2022. <br />The Willowbrook development, located on the northwest corner of the Ideal Avenue N and 36th <br />Street N intersection is anticipated to have a total of 1,410 residential units, composed of single family, townhomes, multifamily apartments and senior housing. Phase 1 is anticipated to be <br />completed by 2025 which includes 114 single family units and 280 townhomes , and a ll development is anticipate d to be completed prior to 2040. <br />a. Discuss the nature of the cumulative potential effects and summarize any other available information relevant to determining whether there is potential for significant <br />environmental effects due to these cumulative effects. <br />Impacts resulting from the development of the AUAR study area may include wetland impacts and increased traffic to the area.
