<br />5 NorthPoint Industrial Park – Lake Elmo, MN │Traffic Analysis <br />January 2022 <br /> <br />The study area intersections include Ideal Avenue N & 36th Street N, Ideal Avenue N & 34th Street N, Ideal <br />Avenue N & 32nd Street N, Ideal Avenue N & 31st Street N, Ideal Avenue N & Stillwater Boulevard N, and <br />34th Street N & Jamaca Avenue N / Stillwater Boulevard N. <br />3.0 FUTURE CONDITIONS <br />It is assumed that the 84-acre industrial development will be fully built out by the Opening Year (2025). By <br />the Horizon Year (2040), it is assumed the 96-acre parcel to the north will be developed for a mix of <br />residential, commercial, and industrial use. Therefore, intersection turning movement volumes were <br />projected for the Opening Year (2025) and Horizon Year (2040) based on the data collected in August <br />2021. The future volume forecast accounted for background growth in regional traffic volumes as well as <br />including traffic from the Willowbrooke development which is under construction. <br />3.1 FUTURE ROADWAY AND INTERSECTION IMPROVEMENTS <br />Washington County is planning a future roadway improvement that will impact the surrounding <br />transportation network. County Highway 13 (Ideal Avenue) Phase II is a pavement and safety improvement <br />project, which will change the roadway geometry on Ideal Avenue N, between 36th Street N & 44th Street <br />N. The only study intersection that will be affected is the intersection of Ideal Avenue N & 36th Street N. The <br />following describes the proposed changes at the intersection of Ideal Avenue N & 36th Street N: <br />• Add a northbound right turn lane <br />• Add a southbound right turn lane <br />• Buildout the westbound approach to have a shared left -through lane and a shared through-right <br />turn lane. <br />• The westbound approach will be realigned to be an east -wes t roadway, with an access point for <br />the Lake Elmo Public Works Driveway <br />The proposed roadway improvements are planned for construction in 2022, the improvements were <br />included in the Opening Year (2025) and Horizon Year (2040) conditions. No other roadway improvement <br />projects are currently planned in the study area. <br />3.2 FUTURE TRAFFIC FORECASTING <br />Background growth was based on a review of historic AADT volumes and projected 2040 AADT volumes <br />provided in the Lake Elmo 2040 Comprehensive Plan. The 2040 Projec tions are also consistent with <br />projections from the Washington County 2040 Comprehensive Plan. Historic (2015) and projected (2040) <br />AADT volumes for existing roadways within the study area are summarized in Table 1. Based on the data, <br />this study assumed an average annual growth rate of 1.0 percent for 34th Street N and 1.5 percent for Ideal <br />Avenue N & Stillwater Boulevard N. No growth rate was applied to the remaining roads in the study area. <br />
