19 NorthPoint Industrial Park – Lake Elmo, MN │Traffic Analysis <br />January 2022 <br />5.5 OPENING YEAR (2025) BUILD SCENARIOS 1-4 INTERSECTION ANALYSIS <br />The Opening Year (2025) Build Scenarios 1-3 analysis was completed to develop an understanding of the <br />impact of site traffic on the operating conditions for the study area. Scenarios 1-3 have the same anticipated <br />phase 1 development. The traffic volumes shown in Exhibit 22 were used in the Opening Year (2025) Build <br />Scenario s 1-3 analysis. As previously discussed, these volumes were calculated by adding the Phase 1 <br />trips generated by the site to the Opening Year (2025) No -Build volumes. All site accesses were modeled <br />as side street stop, with one exiting lane. Per conversations with Washington County, site access 1 was <br />assumed to have a 300-foot eastbound right turn lane and a 300-foot westbound left turn lane along 34th <br />Street N. Signal timings were not changed from existing year (2021) conditions. <br />Tables 14 – 15 provide a summary of the average delay (seconds per vehicle) and LOS under Opening <br />Year (2025) Build Scenario s 1-3 for each movement at the study intersections during the AM peak hour <br />and PM peak hour. The movements that are anticipated to operate at LOS E are shown in yellow and the <br />movements that are anticipated to operate at LOS F are shown in red.
