37 NorthPoint Industrial Park – Lake Elmo, MN │Traffic Analysis <br />January 2022 <br />6.6 HORIZON YEAR (2040) BUILD SCENARIO 1 LEVEL OF SERVICE ANALYSIS <br />SUMMARY <br />A capacity analysis was performed for Horizon Year (2040) Build Scenario 1 at the study intersections to <br />determine the impact of site traffic. The mitigated geometry from Opening Year (2040) No -Build analysis <br />was utilized for this analysis. <br />A ll intersections operate at an acceptable LOS during the AM and PM peak hours. Additionally, all 95th <br />percentile queues are expected to be within their respective storage capacity, except for the northbound <br />left at 34th Street N & Ideal Avenue N, which is anticipated to fit within the existing taper. <br />6.7 HORIZON YEAR (2040) BUILD SCENARIO 2 LEVEL OF SERVICE ANALYSIS <br />SUMMARY <br />Horizon Year (2040) Build Scenario 2 traffic conditions were studied with and without mitigation at the study <br />intersections to determine mitigation needed to maintain acceptable LOS with the development traffic. The <br />mitigated geometry from Opening Year (2040) No -Build analysis was originally used for this analysis, then <br />additional mitigation was applied to movements and intersection operating at unacceptable LOS. <br />Based on the unmitigated analysis, the following intersections have movements that are anticipated to <br />operate at unacceptable LOS with background growth <br />•34th Street N & Jamaca Avenue N (PM peak hour) <br />•34th Street N & Site Access 1 (PM peak hour) <br />To alleviate operational issues, 34th Street was expanded to a four-lane cross section through the <br />intersection with Jamaca Avenue, and a second through lane was added to the roundabout to increase <br />capacity. At the intersection of 34th Street N & Site Access 1 the southbound approach was expanded to <br />include dedicated left and right turn lanes. <br />In the mitigated analysis, all intersections and movements operate at LOS D or better. Additionally, th ere <br />are no queuin g issues in the study network, except for the n ort hbound left at the inters ection of 34th Street <br />N & Ideal Avenue N, which c ould extend out of the turn lane ta per. This movement should be monitored <br />and if projected volumes are realized, restriping may be necessary to provide adequate storage. P av ement <br />ex pansion is not expected. <br />6.8 HORIZON YEAR (2040) BUILD SCENARIO 3 LEVEL OF SERVICE ANALYSIS <br />SUMMARY <br />A capacity analysis was performed for Horizon Year (2040) Build Scenario 3 at the study intersections to <br />determine the impact of site traffic.
