<br />NorthPoint Industrial Park – Lake Elmo, MN │Traffic Analysis <br />January 2022 <br />36 <br /> <br />on the analysis, all intersections are anticipated to operate at acceptable LOS and there are no queuing <br />issues at the study intersections. <br />6.3 OPENING YEAR (2025) NO -BUILD LEVEL OF SERVICE ANALYSIS <br />SUMMARY <br />A capacity analysis was conducted for Opening Year (2025) No -Build traffic conditions at the study <br />intersections to determine baseline conditions for the 2025 analysis year. The only modification to the traffic <br />model was an update to the geometry at Ideal Avenue N & 36th Street N according to the Washington <br />County Highway 13 (Ideal Avenue) Phase II pavement and safety improvement project . <br />Based on the analysis, all intersections are anticipated to operate at acceptable LOS and there are no <br />queuing issues at the study intersections. <br />6.4 OPENING YEAR (2025) BUILD SCENARIOS 1-3 LEVEL OF SERVICE <br />ANALYSIS SUMMARY <br />A capacity analysis was conducted for Opening Year (2025) Build Scenarios 1-3 at the study intersections <br />to determine baseline conditions for the 2025 analysis year. The geometry and signal timings are the same <br />as Opening Year (2025) No -Build conditions. B ased on the analysis, all intersections are anticipated to <br />operate at acceptable LOS and there are no queuing issues at the study intersections. Side-street stop <br />control is adequate at all site accesses. It is not anticipated that a signal will be required at site access 1 on <br />34th Street N due to the anticipated trip generation and because all movements at site access 1 are <br />expected to operate acceptably. <br />6.5 HORIZON YEAR (2040) NO -BUILD LEVEL OF SERVICE ANALYSIS <br />SUMMARY <br />Horizon Year (2040) No -Build traffic conditions were studied with and without mitigation at the study <br />intersections to determine baseline mitigation needed to maintain acceptable LOS as the background traffic <br />volumes grow. The first analysis assumed the base geometry and the mitigated analysis was similar to the <br />base geometry, with the exception of Ideal Avenue N & Stillwater Boulevard N, where the southbound <br />approach was expanded to have dedicated left, through, and right turn lanes. <br />Based on the unmitigated analysis, the following intersections have movements that are anticipated to <br />operate at unacceptable LOS with background growth <br />• Ideal Avenue N & Stillwater Boulevard N (PM peak hour) <br />• Ideal Avenue N & 31st Street N (PM peak hour) <br />Additionally, the southbound left turn movement at the intersection of Ideal Avenue N & Stillwater Boulevard <br />N has a 95th percentile queue that extend past the provided storage capacity and impacts the upstream <br />intersection of Ideal Avenue N & 31st Street N. <br />In the mitigated analysis, all intersections and movements operate at LOS D or better. Additionally, there <br />are no queuing issues in the study network.
