City Council Meeting <br />March 21, 2023 Page 9 <br /> <br /> <br />For the restaurant, 31 stalls are proposed. Based on the ordinance, 1 space per three customer <br />seats or each 100 square feet of interior space (the greater), plus one space per 200 square feet <br />exterior seating area. This results in a minimum of 31 stalls being required. The proposed drive- <br />through provides the minimum queuing space for at least three vehicles in advance of the menu <br />board and three vehicles between the menu board and pick-up window. <br /> <br />Loading 105.12.420: City code requires one off-street loading berth shall be provided every <br />30,000 square feet gross floor area or fraction thereof and that it be designated on the site. A <br />loading berth shall be located at least 25 feet from the intersection of two street rights-of-way <br />and at least 50 feet from a residential district unless within a building. Loading berths shall not <br />occupy the required front yard setback and not be less than 12 feet in width, 50 feet in length and <br />14 feet in height, exclusive of aisle maneuvering space. No loading areas is noted on the plans. <br />A condition has been added. <br /> <br />Standards for Automotive/Vehicular uses 105.12.530 <br />City code specifies specific standard for car washes and sales and storage lots. The proposed car <br />wash is inside the building and not for general public use. <br /> <br />Car wash criteria are met: <br />1. The car wash shall be capable of being enclosed when not in operation. <br />2. Any access drive shall be located at least 30 feet from any public street intersection, <br />measured from the interior curb line commencing at the intersection of the street. <br />3. Any car wash line exit shall be at least 30 feet distant from any street line. <br />4. Sound from any speakers used on the premises shall not be audible above a level of normal <br />conversation at the boundary of any surrounding residential district or on any residential <br />property. (Condition added) <br />5. Water from the car wash shall not drain across any sidewalk or into a public right-of-way. <br />Automobile sales and storage criteria are met with conditions: <br />1. Size and location. The site shall be a minimum of 20,000 square feet in size and shall <br />have access to a collector or higher classification street. Vehicular access to the outdoor <br />sales area shall be at least 60 feet from the intersection of any two streets. <br />2. All vehicle repairs shall be conducted in a completely enclosed building. (Condition <br />added) <br />3. A site plan shall be submitted showing the layout of vehicles for sale or rent, employee <br />parking and customer parking. <br />4. Sound from any speakers used on the premises shall not be audible above a level of <br />normal conversation at the boundary of any surrounding residential district or on any <br />residential property. (Condition added) <br /> <br />Standard for Food Service 105.12.520 <br />City code specifies specific standard for restaurants with a drive-through. The proposed Dairy <br />Queen will have a drive-through. The standards are met. <br />1. Drive-through elements shall not be located between the front facade of the principal <br />building and the street. No service shall be rendered, deliveries made or sales conducted <br />within the required front yard, although tables may be provided for customer use.
