<br /> STAFF REPORT <br />DATE: October 21, 2025 <br /> CONSENT <br /> <br />TO: Mayor and Councilmembers <br />FROM: Jennifer Doyle, Administrative Services Coordinator <br />AGENDA ITEM: Minnesota Paid Leave Compliance <br /> <br /> <br />CORE STRATEGIES: <br /> <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br /> <br /> <br />BACKGROUND: <br />At the October 14, 2025 Workshop, council gave the direction to move forward with the Staff <br />recommendations for the compliance of the MN Paid Leave. <br /> <br />ISSUE BEFORE COUNCIL: <br />Does council approve the implementation plan for Lake Elmo’s compliance with MN Paid Leave? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />Lake Elmo will be using a third party for an Equivalent Plan Substitution for paid leave. <br />Staff will be allowed to use supplemental pay by using their earned accrued time. (ESST/Vacation/Comp <br />Time) <br />Premiums for the program will be split 50/50 by the employer and employee. <br /> <br />FISCAL IMPACT: <br />The City will be paying 0.38% of employee wages for the employer portion of the premium. <br />(Approximately $16,000) <br /> <br />OPTIONS: <br />Approve the implementation plan for Lake Elmo’s compliance with MN Paid Leave. <br />Not approve the implementation plan for Lake Elmo’s compliance with MN Paid Leave. <br /> <br />RECOMMENDATION: (if pulled from Consent) <br />Motion to approve the implementation plan for Lake Elmo’s compliance with MN Paid Leave. <br /> <br /> <br />ATTACHMENTS: <br />None
