The Feasibility Report was Accepted at the <br />September 16, 2025 meeting. Also at the September 16th meeting, the City Council called for a Public <br />Improvement Hearing. Pursuant to Minnesota Statutes, Section 429.011 to 429.111, a Public <br />Improvement Hearing was noticed in the official newspaper on September 19, 2025 and September 26, <br />2025 to consider making the improvements. Individual notifications were sent to each address that will be <br />assessed for the improvements. A copy of the published notice and mailed notice are attached to this item. <br />ISSUE BEFORE COUNCIL: The City Council is respectfully requested to open the Public Improvement <br />Hearing for the 2026 Street and Utility Improvements. Following the hearing, should the City Council Order <br />the Improvements for the project? <br />PROPOSAL DETAILS/ANALYSIS: The 2026 Street and Utility Improvements include pavement <br />rehabilitation of three neighborhood areas programmed for construction in 2026, as categorized below: <br />Lake Elmo Heights <br />26th Street North, Inwood Avenue North to Imperial Avenue North <br />27th Street North, Inwood Avenue North to Imperial Avenue North <br />Imperial Avenue North <br />Innsdale Avenue North, 27th Avenue North to CDS
