The proposed project is located adjacent to Manning Ave North (CSAH 15) in the southeastern <br />portion of the city. The proposed development consists of a 79.4-acre site with a mixed-use development <br />consisting of single-family homes, townhomes, apartments, and a senior living / assisted living center. <br /> <br />The staff review finds that the EAW is complete and accurate with respect to regional concerns and does <br />not raise major issues of consistency with Council policies. An EIS is not necessary for regional <br />purposes. <br /> <br />We offer the following comments for your consideration. <br /> <br />Item 5- Transit (Project Location) (Stephen Baisden, 612-349-7361) <br />Given the current transit investments and the lower residential density that exists in this area now, <br />this EAW for a proposed mixed-use development consisting of 67 single-family homes, 221 <br />townhomes, 271 apartments and a 120-unit senior living/assisted living center, will likely have a <br />marginal impact on the existing transit network and should not expect additional expansion of the <br />fixed-route transit network. <br /> <br />Item 6– Forecast (Project Description) (Todd Graham, 651-602-1322) <br />The EAW describes a mixed-use development consisting of 67 single-family homes, 221 <br />townhomes, 271 apartments, and a senior living / assisted living center with 120 units. Lake Elmo <br />had 5,410 households in 2024 (annual estimate). The subject development, along with other <br />known developments (Inwood, Bridgewater Village, etc.), will advance Lake Elmo toward the 2030 <br />households forecast level approved in the City’s 2040 comprehensive plan: 6,670 households. <br />The EAW notes that "Water appropriation increases in Lake Elmo are limited by the WBL court <br />order, Lake Elmo is subject to WBL court order appropriation requirements." (p. 19) During <br />regional plan preparation in 2024, Council staff have noted that the permitted levels of local <br />groundwater supply remain an issue between Lake Elmo and Minnesota DNR. The EAW does not <br />directly state whether the addition of 679 residential customers will exceed Minnesota DNR well <br />permit authorizations. <br /> <br /> <br />
