Page - 2 | September 23, 2025 | METROPOLITAN COUNCIL <br />Item 7- Climate Adaptation and Resilience (Mackenzie Young-Walters, 651-602-1373) <br />The discussion of anticipated climate trends is appropriate to the scale and scope of the project. <br />The project proposer should consider additional adaptations like using native plantings for <br />landscaping throughout the development to increase resiliency and adopting chloride <br />management plans or low salt design to minimize the development’s impact on water resources. <br /> <br />Item 10- Land Use (Emma Dvorak, 651-602-1399) <br />The land uses presented are consistent with the 2040 comprehensive plan. The EAW proposes <br />single family homes and townhomes on the northwest side of the site, which is guided Medium <br />Density Residential and multifamily development on the southeast side and northeast sides of the <br />site, which are guided High Density Residential. Any changes to land use, density, or intensity <br />that deviates from the adopted comprehensive plan will require a comprehensive plan <br />amendment process independent of the environmental review and will be subject to additional <br />Council review. <br /> <br />Item 12- Water Supply (Water Resources) (Lila Franklin, 651-602-1179) <br />The project site is located within the North and East Metro Groundwater Management area, so <br />extra care should be taken to reduce overuse of groundwater resources throughout development <br />of this project. In addition to the proposed stormwater pond, developers might consider installing <br />other sustainable features to help groundwater infiltrate back into the earth on the site. If the city <br />determines that additional source waters are needed as a part of this development, they need to <br />work with the MN DNR to update their local water supply plan and appropriation permit. <br /> <br />Item 18- Green House Gas (GHG) Emission (Mackenzie Young-Walters, 651-602-1373) <br />The discussion of anticipated GHG emission and associated mitigation measures is adequate. <br />The project proposer should consider additional mitigation measures such as solar ready design <br />for multi-family units. Additionally, the project proposer should commit to implementing the <br />identified mitigation measures. <br /> <br />Item 20- Transportation (Joe Widing, 651-602-1822) <br />The EAW states that there are limited options available for non-motorized transportation today. <br />This is true, however the EAW should acknowledge that Manning Avenue is designated as a Tier <br />2 Regional Bicycle Transportation Network (RBTN) Alignment and should ensure that right-of-way <br />(ROW) is maintained for a future trail facility or coordinate with Washington County and the City of <br />Lake Elmo to install a facility with this project. The developer should also ensure that non- <br />motorized facilities are provided throughout the development to be able to be connected to future <br />non-motorized transportation system, as it becomes available. <br /> <br />This concludes the Council’s review of the EAW. The Council will not take formal action on the EAW.
