As part of that program, sanitary sewer was extended throughout the Old Village, <br />the streets were reconstructed with a new and improved storm sewer system, and the aged watermain pipes <br />were replaced. The only remaining watermain from the original Old Village system is the 6-inch diameter <br />main along Stillwater Boulevard (CSAH 14), in part because the roadway has not been improved and <br />currently is not planned for improvement in the County’s 5-year CIP. <br />The segment of watermain along Stillwater Boulevard (CSAH 14), from the north leg of Lake Elmo Avenue <br />(CSAH 17) to Layton Avenue, has experienced significant signs of aging and fatigue, resulting in 7 <br />watermain breaks in the past 6 years with 5 of those breaks occurring the past 3 years. The pipe segment <br />was originally constructed with the Old Village water system in the mid 1960’s and is now beyond its useful <br />service life. <br />ISSUE BEFORE COUNCIL: Should the City Council authorize preparation of plans and specifications <br />for the CSAH 14 Watermain Improvements, from CSAH 17 (north leg) to Layton Avenue? <br />PROPOSAL DETAILS/ANALYSIS: Staff is proposing to initiate the preliminary and final design phase <br />services to replace this approximately 1,900 LF segment of watermain in 2026. Engineering and public <br />Works have been working with Washington County to identify a preliminary alignment for the new <br />watermain to be located beneath the existing centerline or drive lanes so that the watermain does not need <br />to be relocated in the future when the County reconstructs Stillwater Boulevard through the downtown area. <br />As part of the design services, the future roadway profile will also be evaluated and the watermain installed <br />at added depths to mitigate potential impacts from future changes in the roadway elevation.
