Approve Financial Analyst & Utility Billing Clerk Wage Increase <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5-0. <br />ITEM 1: Public Works Operational Assessment <br />City Administrator Miller provided a brief review of the process involved in preparing the Public <br />Works Operational Assessment. Brian Kirsch, Raftelis, presented the report findings, noting <br />staffing and service levels in Lake Elmo and neighboring cities. Kirsch provided <br />recommendations for increased staffing and coverage of overtime and weekend rounds. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved to accept the Public Works <br />Operational Assessment conducted by Raftelis. Motion passed 5 — 0. <br />ITEM 2: Pieldeball Noise <br />Assistant Public Works Director Swanepoel reviewed noise complaints received from neighbors <br />of the city's pickleball courts and requested Council input on revising pickleball hours. Park <br />hours, sound mitigation and lighting were discussed. <br />Paul Bultman, 8243 Deer Pond Court, commented in support of changing the pickleball hours to <br />sunrise to sunset and commented on the adverse health effects of the constant noise. <br />John Howley, 8190 Lake Jane Trail, commented on the adverse effects of the noise, lights and <br />dust from traffic in the parking lot. <br />Jennifer Watters, 4180 Irvin Circle N., stated she coordinates a pickleball group that plays <br />weekday mornings at Pebble Park and recommended removal of the practice board. Ms. Watters <br />also expressed support for reduced hours, no lights and sound deadening materials. <br />John Hammerly, 9429 Lake Jane Road N., commented on sound mitigation and supports hours <br />8:00 a.m. to 8:00 p.m. <br />Laurie Hammerly, 9429 Lake Jane Road N., requested installation of one wall of sound barriers <br />to start. <br />Page 2 of 4 <br />
