LAKE ELMO CITY COUNCIL MINUTES <br />SEPTEMBER 2, 2025 <br />Josh Godbout, 8100 Lake Jane Trail, stated noise abatement is needed and the lights shine into <br />his house. <br />Councilmember Holtz, seconded by Councilmember Kragness, moved TO IMPLEMENT AS <br />SOON AS POSSIBLE RED UCTION IN PICIKLEBALL HO URS TO 8 AM — 7 PM, <br />DISCONTINUE USE OF THE LIGHTS AT THE COURTS, REMOVE THE PRACTICE <br />WALL, AND DIRECT STAFF TO DETERMINE MATERIALS TO BE USED AT PEBBLE <br />PARK TO INCLUDE VEGETATION AND SOUND DEADENING MA TERIAL. Motion <br />passed 5 — 0. <br />ITEM 3: Lions Park Playground Replacement <br />Assistant Public Works Director Swanepoel presented recommendations from the Parks <br />Commission for replacement of the playground equipment at Lion's Park, noting that the <br />Commission was unanimously in favor of option 4. <br />Mayor Cadenhead, seconded by Councilmember Dragisich, moved TO PURCHASE AND <br />INSTALL A NEW PLAYGROUND SET AS PROPOSED BY CITY STAFF AT LIONS PARK <br />WITH EXPENSES NOT TO EXCEED $317, 000. <br />Discussion was held regarding park consolidation and park amenities in general. <br />Mayor Cadenhead, seconded by Councilmember Dragisich, moved TO TABLE FOR <br />DISCUSSION WITH THE PARKS COMMISSION. Motion passed 5 — 0. <br />COUNCIL REPORTS <br />Mayor Cadenhead: Reported on the centennial celebration plans. <br />Councilmember Boltz: Reported on the Airport commission. <br />Councilmember Dragisich: Reported on his discussions with staff regarding the stormwater <br />Utility. <br />Public Works Director Powers: Reported on Reid Park upgrades and booster station issues. <br />Assistant Engineer Isakson: Reported on preconstruction meetings and water tower demolition <br />planning. <br />Meeting adjourned at 9:09 p.m. <br />Page 3 of 4 <br />
