<br /> <br /> <br />POSITION TITLE <br />PUBLIC WORKS DIRECTOR <br /> <br />DEPARTMENT REPORTS TO GRADE LEVEL STATUS <br />Public Works City Administrator 13 Full-time, Exempt <br /> <br /> <br /> <br />POSTION SUMMARY <br />Under the general supervision and direction of the City Administrator, the Public Works Director <br />Performs complex supervisory, administrative and professional work in planning, organizing, directing <br />and supervising the operations of the Public Works Department and its Divisions (Parks, Streets, <br />Fleet, Utilities, Engineering (contract), and Facilities). Leads the Public Works department in all <br />aspects, including but not limited to strategic planning, capital improvements planning, progressive <br />personnel management practices and comprehensive plan conformance. <br /> <br /> <br />ESSENTIAL DUTIES AND RESPONSIBILITIES <br />Administrative <br />• Plan, direct, coordinate and manage all functions of a comprehensive Public Works <br />Department including developing operation performance, goals and objectives to ensure the <br />required services are provided at the highest quality level, on a sound business basis consistent <br />with the needs of the City. <br />• Evaluate public works’ needs, policies, procedures and practices and formulate short-term and <br />long-term goals, objectives and plans to ensure the highest level of service through an <br />innovative and effective program at the most favorable cost to the public. <br />• Review, prioritize, and approve department operational plans. <br />• Facilitate the development of a long-term vision for the department, including comprehensive <br />infrastructure plans, facility needs, equipment and vehicle fleet type and size, services to be <br />provided and ways to provide those services. <br />• Develop short and long-range operational plans for sewer and water systems, wells and well <br />equipment, construction and maintenance of streets and other paved surfaces, and monitor <br />existing operations and plans to ensure overall effectiveness. <br />• Develop, prepare and recommend comprehensive budget programs in all areas of public works <br />including construction, maintenance, utilities, equipment and supportive services to ensure <br />Department’s ability to carry out its planned program. <br />• Collaborate on the preparation of the Capital Improvement Plan, infrastructure management <br />plans, feasibility studies and other reports in conjunction with other staff and/or the Finance <br />Department. <br />• Manage the purchase, maintenance, and use of equipment and facilities, including materials <br />and supplies, in a timely and cost-effective manner. Review specifications for equipment <br />purchases and projects in a manner that is accurate, timely and results in appropriate and cost- <br />effective equipment and improvements. <br />• Manage and coordinate all public works emergency response incidents.
