13 | Page <br />Capital Funds & Levies <br /> <br />Since transitioning to a 10-year Capital Improvement Plan (CIP) in 2023, staff has <br />continued to expand the inventory of existing assets and refine the timing of maintenance <br />and replacement needs. In 2024, the City upgraded its CIP planning software, and staff <br />has since focused on cleaning up the database, implementing more intuitive numbering <br />systems, and adding custom fields. This ongoing work is already helping to inform our <br />long-term capital funding strategies. The 2026-2035 Capital Improvement Program is <br />adopted alongside the 2026 Budget & Tax Levy. (See the agenda for a link to that <br />document.) <br />To better distinguish between capital and operational expenses, the City implemented <br />separate capital levies in 2025. These levies are deposited directly into designated Capital <br />Funds, increasing transparency in long-term planning and simplifying several accounting <br />and reporting processes. <br />• Infrastructure Reserve Levy: Increased to continue the City’s strategy of funding a <br />portion of all street projects with cash. <br />• City Center CIP Levy: Introduced in 2025 to begin saving for future capital <br />replacements at the new City Center building. It is suggested this levy grow over <br />time to more fully cover depreciation of the building, mechanical systems, and <br />fixtures. <br />• Vehicle Fund: Planned to be increased slightly each year until it reaches a level that <br />fully funds all vehicle and equipment replacements. <br />• Street Maintenance Levy: Increased slightly to account for inflation. <br />• Ballpark Fund Levy: New in 2026, this levy will repay the interfund loan from the <br />Sewer Fund to purchase the future ballfield property.
