STAFF REPORT <br />DATE: December 2, 2025 <br />Consent <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: Parks Commission Reappointments <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: <br />The Parks Commission is established to review and make recommendations to the Council on the future <br />development of city parks, including the establishment of and improvements to the parks, and to make <br />recommendations to the Council on policies governing the maintenance and public use of the parks within <br />the city. The Parks Commission shall consist of 7 members. The voting members shall be appointed by the <br />City Council for a 3-year term. <br />The terms of two commissioners expire 12/31/25: Ellen Esch and Peter Kastler. <br />ISSUE BEFORE COUNCIL: <br />Should the Council reappoint the two Parks Commissioners with terms that expire this year? <br />PROPOSAL: <br />Commissioners Esch and Kastler have both requested reappointment. <br />RECOMMENDATION: <br />If removed from the Consent Agenda, staff recommend the following motion: <br />“Move to reappoint Ellen Esch and Peter Kastler to the Parks Commission <br />for terms ending 12/31/28”
