STAFF REPORT <br />DATE: December 2, 2025 <br />Consent <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: Economic Development Authority Reappointments <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: <br />The Economic Development Authority (EDA) is a legal entity created by the City to facilitate a well- <br />rounded development program to create flexible business assistance and development programs. The EDA <br />is governed by a board consisting of seven members; two members of City Council, and five of which are <br />real property owners, in good standing, from within the jurisdictional boundary of the City of Lake Elmo, <br />who are appointed by the Mayor with Council approval. <br />The terms of two commissioners expire 12/31/25: Don Place and Mitch McNeil. <br />Per state statute 469.095 subd. 2c, members should initially be appointed for terms of one, two, three, four <br />and five years respectively and two members for six years. Thereafter all commissioners shall be <br />appointed for six-year terms. <br />ISSUE BEFORE COUNCIL: <br />Should the Council reappoint the two Economic Development Authority commissioners with terms that <br />expire this year? <br />PROPOSAL: <br />EDA commissioners Place and McNeil have both requested reappointment. <br />RECOMMENDATION: <br />If removed from the Consent Agenda, staff recommend the following motion: <br />“Move to reappoint Don Place and Mitch McNeil to the Economic Development Authority <br />for terms ending 12/31/31”
