Staff built off the 2025 <br />work plan to establish the 2026 EDA Work Plan. <br />The EDA reviewed and recommended approval of the proposed plan at their 12/2/2025 meeting as <br />presented by staff (Vote 6-0). <br />ISSUE BEFORE THE CITY COUNCIL: <br />The City Council is being asked to make a decision on the proposed EDA Work Plan for 2026. <br />DETAILS AND ANALYSIS: <br />SUMMARY OF IMPLEMENTATION of 2025 WORK PLAN: <br />Key Accomplishments <br />Issued an RFP for Old Fire Station and Public Works Building <br />o Completed Environmental Assessments Phase I and Phase II <br />Completed a ULI TAP on the City-owned 180 acres <br />Created and launched property viewer that illustrates zoning, shoreland buffers, etc. with GIS <br />Updated website to share economic development/business information <br />Submitted a letter of intent for the 3M Priority 2 grant for the proposed solar project on the landfill <br />site <br />2026 WORK PLAN <br />Ongoing Items from 2025 <br />Complete purchase agreement for Former Fire Station and Parks properties <br />Use information from ULI TAP to inform process for marketing and selling City-owned 180 <br />acres <br />Continuing to improve on Lake Elmo’s communication efforts around Economic Development <br />Keeping outreach materials updated <br />Continue to work with local chambers and County <br />Continue to analyze and evaluate if the landfill can be developed into an asset for the City <br />New Items for 2026
