CITY OF LAKE ELMO <br />CITY COUNCIL MINUTES <br />NOVEMBER 5, 2025 <br />CALL TO ORDER/PLEDGE OF ALLEGIANCE <br />Mayor Cadenhead called the meeting to order at 7:00 pm. <br />PRESENT: Mayor Charles Cadenhead and Councilmembers, Nick Dragisich, Matt Hirn, Jeff <br />Holtz and Nick Kragness. <br />Staff present: Administrator Miller, Community Development Director Stopa, City Engineer <br />Stanley, Municipal Senior Project Manager Griffin and City Attorney Sonsalla. <br />APPROVAL OF AGENDA <br />Item 9, “Approve Registered Land Survey No. 132” was removed from the Consent Agenda. <br />Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE THE <br />AGENDA AS AMENDED. Motion passed 5 – 0. <br />PUBLIC COMMENTS/INQUIRIES <br />Jim Voeller, 11314 12th Street North, commented on proposed donation of pickleball items he <br />built for use at Pebble Park and asked that the city accept the court dividers and benches. <br />ACCEPT MINUTES <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO ACCEPT THE <br />MINUTES OF THE OCTOBER 14, 2025 CITY COUNCIL WORKSHOP AS PRESENTED. <br />Motion passed 5 – 0. <br />CONSENT AGENDA <br />1.Approve Payment of Disbursements <br />2.Approve Light Up Lake Elmo Special Event Permit <br />3.Approve Massage Therapy License Renewal <br />4.Approve Woodbury Athletic Association Charitable Gambling Permit <br />5.Approve Lions Park Playground Replacement <br />6.Approve 2025 Crack Seal Project Pay Request <br />7.Approve Graf Family Park Bench Donation <br />8.Accept Lake Elmo Pickleball Friends Donation <br />9.Approve Registered Land Survey No. 132 <br />10.Approve Wildflower 4th Addition Landscape Security Reduction
