Motion passed 5 - 0. <br />Item 8, “Accept Lake Elmo Pickleball Friends Donation” was moved to the Regular Agenda. <br />Amendment accepted by consensus. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE <br />CONSENT AGENDA AS AMENDED. Motion passed 5 - 0. <br />REGULAR AGENDA <br />ITEM 1: Washington County Draft CIP Comments <br />Municipal Senior Project Manager Griffin provided an overview of projects included in the <br />Washington County Draft CIP. Griffin requested input on the proposed comments that the City <br />Administrator will send to Washington County. <br />Discussion was held concerning timing of improvements near the new elementary school and <br />city cost participation in county projects. Council also agreed to add a request for maintaining a <br />south bound access to Keats Avenue from Highway 36 with the proposed improvements to the <br />TH36/Lake Elmo Avenue intersection. <br />Councilmember Hirn, seconded by Councilmember Kragness, moved TO APPROVE THE <br />AMENDED CITY COMMENTS TO BE SUBMITTED TO WASHINGTON COUNTY <br />REGARDING THE COUNTY’S DRAFT 2026-2030 CAPITAL IMPROVEMENT PLAN <br />WITH COMMENTS TO BE SUBMITTED ON OR BEFORE NOVEMBER 7, 2025.” Motion <br />passed 5 – 0. <br />ITEM 2: Tree Fund - Right-of-way (ROW) Boulevard Tree Program <br />Community Development Director Stopa presented a proposed ordinance to amend the tree <br />preservation ordinance which would allow direct donations for boulevard trees. <br />Councilmember Dragisich, seconded by Councilmember Hirn, moved TO ADOPT <br />ORDINANCE 2025-16 APPROVING THE TEXT AMENDMENT TO CREATE A TREE <br />FUND. Motion passed 5 – 0. <br />Councilmember Holtz, seconded by Councilmember Hirn, MOVED TO ADOPT THE <br />BOULEVARD TREE PROGRAM AS PRESENTED BY STAFF. Motion passed 5 – 0.
