<br /> STAFF REPORT <br />DATE: January 6, 2026 <br /> CONSENT <br /> <br />TO: Mayor and Councilmembers <br />FROM: Jennifer Doyle, Administrative Services Director <br />AGENDA ITEM: Pay Equity <br /> <br /> <br />CORE STRATEGIES: <br /> <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br /> <br />BACKGROUND: <br />The City is required to submit a Pay Equity Report to the State of Minnesota every three years. The <br />purpose of this report is to ensure equitable pay for jobs of comparable worth, using job evaluation <br />systems to compare female-dominated roles to male-dominated roles ensuring fair compensation, and <br />increasing transparency. A job is considered female or male dominate by the number of males or females <br />in like rated positions at the employer. This report requires review and approval of the governing body <br />prior to submission. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve the Pay Equity Report? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />The Council is asked to approve the attached Pay Equity Report for submission to the State of Minnesota. <br />The current report was prepared using data and analysis from the SAFE job classification and <br />compensation study. The purpose of the reporting is for the City to analyze its pay structure for evidence <br />of inequities and to report the information to the Department of Management and Budget. The current <br />report has been entered into the state’s online pay equity reporting site and has been found that the City <br />is in compliance by passing the “T-Test” and Salary Range portions of the reporting. <br /> <br />FISCAL IMPACT: <br />None. <br /> <br />RECOMMENDATION: (if pulled from Consent) <br />“Motion to approve the Pay Equity Report” <br /> <br />ATTACHMENTS: <br />• Pay Equity Compliance Report
