Planning Commission <br />Date:10/15/2025 <br />Agenda Item: 4A <br />PUBLIC HEARING <br />TO: Planning Commission <br />ITEM: Registered Land Survey #132 (RLS) – 3481 Laverne Ave <br />SUBMITTED BY: Ashley Monterusso, City Planner <br />REVIEWED BY: Jason Stopa, Community Development Director <br />Sarah Sonsalla, City Attorney <br />INTRODUCTION/BACKGROUND: <br />The Planning Commission is being asked to review, conduct a public hearing and make a <br />recommendation about a registered land survey (RLS)/minor subdivision proposed by CHAMA <br />Mission LLC and John Pecchia at the property addressed as 3481 Laverne Avenue N., Lake <br />Elmo. The request is to reconfigure the property boundaries to ensure that the former creamery <br />building (building on west side of the site) is fully contained within its own dedicated parcel, so <br />that this parcel may be sold by CHAMA Mission LLC to a different owner (John Pecchia). The <br />subject property is currently made up of three parcels and through the RLS, it will consolidate <br />into two parcels, one parcel containing the building for 3481 Laverne Avenue N. <br />GENERAL INFORMATION <br />Applicants: <br />Location: <br />Request: <br />CHAMA Mission LLC and John Pecchia, 3481 Laverne Ave, Lake Elmo <br />3481 Laverne Ave, Lake Elmo | PIDs: 1302921320083, 1302921310003, <br />1302921310016 <br />The request is to reconfigure the property boundaries to ensure that the former <br />creamery building (building on west side of the site) is fully contained within <br />its own dedicated parcel. <br />Existing Zoning: VMX – Village Mixed Use <br />Future Zoning: VMX - Village Mixed Use <br />History: The Western building on site was formerly the Lake Elmo Creamery. The <br />East side of the site was previously used as a lumber yard. Buildings on the <br />site are currently used for storage and there is not a proposed change in use at <br />this time.
