<br /> STAFF REPORT <br />DATE: January 20, 2026 <br /> REGULAR <br /> <br />TO: City Council <br />FROM: Chad Isakson, Assistant City Engineer <br />AGENDA ITEM: Approve Plans and Specifications and Order Advertisement for Bids for <br />the CSAH 14 Watermain Improvements, from CSAH 17 (north leg) to <br />Layton Avenue <br />REVIEWED BY: Nicole Miller, City Administrator <br /> Clarissa Hadler, Finance Director <br /> Adam Swanepoel, Interim Public Works Assistant Director <br /> Nate Stanley, City Engineer <br /> Jack Griffin, Municipal Sr. Project Manager <br /> <br /> <br />CORE STRATEGIES: <br /> <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☒ Balanced Finances now and future <br />☐ Managed Growth ☒ Resilient Infrastructure <br /> <br /> <br />BACKGROUND: The City Council authorized the preparation of plans and specifications for the CSAH <br />14 Watermain Improvements project at the October 7th, 2025 Council Meeting. <br /> <br />The segment of watermain along Stillwater Boulevard (CSAH 14), from the north leg of Lake Elmo Avenue <br />(CSAH 17) to Layton Avenue, has experienced significant signs of aging and fatigue, resulting in 7 <br />watermain breaks in the past 6 years with 5 of those breaks occurring the past 3 years. The pipe segment <br />was originally constructed with the Old Village water system in the mid 1960’s and is now beyond its useful <br />service life. <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order <br />the Advertisement for Bids for the CSAH 14 Watermain Improvements, from CSAH 17 (north leg) to <br />Layton Avenue? <br /> <br />PROPOSAL DETAILS/ANALYSIS: Plans and specifications have been completed for CSAH 14 <br />Watermain Improvements project and are ready to be advertised for contractor bids. A bid date has been <br />scheduled for February 19, 2026, with the intent of recommending a contract award at the March 3, 2026 <br />City Council meeting. <br /> <br />The CSAH 14 Watermain Improvement project includes the replacement of approximately 1,700 LF of <br />watermain. The watermain will be installed using directional drilling to minimize roadway impacts and <br />closures with full excavations required at hydrants and tie-in locations at each intersection.
