pipe will be installed (equivalent 12-inch watermain) to replace the existing 6-inch watermain to complete <br />a trunk network loop in support of the recent expansion of the Old Village area. <br /> <br />The alignment and depth of the new watermain have been coordinated with Washington County to avoid <br />conflicts with future Stillwater Boulevard reconstruction projects. The watermain will run beneath the <br />existing CSAH 14 eastbound drive lane. There are no plans for Stillwater Boulevard reconstruction in the <br />County’s five-year CIP. <br />Construction of the improvements will require a lane closure to eastbound traffic on Stillwater Boulevard <br />from Lake Elmo Avenue to Layton Avenue. <br />FISCAL IMPACT: The total project cost is estimated to be $940,000, which is higher than the CIP <br />estimate of $850,000. The increase in estimated cost is based off a detailed takeoff for the project occurring <br />under a county road with businesses impacted. Real costs will be known when bids are received, and an <br />updated project cost will be presented at that time. The project is proposed to be paid from the Water Fund, <br />as designated in the CIP. <br /> <br />OPTIONS: <br />• Approve the Plans and Specifications and Order the Advertisement for Bids for the CSAH 14 <br />Watermain Improvements, from CSAH 17 (north leg) to Layton Avenue. <br />• Table the item and provide direction to Staff on next steps related to this project. <br />• Do not move forward with this project. <br /> <br />RECOMMENDATION: Staff is recommending that the City Council approve a Resolution, approving <br />the plans and specifications, and ordering the advertisement for bids for the CSAH 14 Watermain <br />Improvements.
