<br />1 <br />LA515\1\1001336.v1 <br /> <br /> STAFF REPORT <br /> DATE: 1/26/2026 <br /> Item#: 5b – Public Hearing <br /> Motion <br />TO: Planning Commission <br />FROM: Miranda Moulis, Planning Assistant <br />AGENDA ITEM: Zoning Text Amendment – Housekeeping Items <br />REVIEWED BY: Jason Stopa, Community Development Director <br /> Sophia Jensen, Senior City Planner <br /> Ashley Monterusso, City Planner <br /> John Taylor, Building Official <br /> <br /> <br />BACKGROUND: <br />Over the last year City Staff have identified a handful of minor ordinance corrections that are <br />required to create consistency and clarity with the City Code and other guiding documents. <br />Processing these amendments is on the 2026 Planning Commission Work Plan. <br /> <br />ISSUE BEFORE THE PLANNING COMMISSION: <br />The Planning Commission is being asked to hold a public hearing and make a recommendation to <br />the City Council on the proposed amendments. <br /> <br />PROPOSAL DETAILS: <br />Sections under review: <br />• 5.12.080(d)(2) <br />• 105.12.210 <br />• 105.12.400(b) <br />• 105.12.920 <br />• 105.12.960 <br /> <br />ANALYSIS OF PROPOSALS: Proposed language is underlined. Deleted language is shown <br />with a strikethrough. <br /> <br /> <br />Code Section: 5.12.080(d)(2) Container Required; Placement The intent of this amendment is <br />to update a section of code which was missed when the City Council approved Ordinance 2025-13 <br />permitting waste collection to begin at 6 a.m. <br /> <br />Proposed Language: On collection day, except where vat or in-yard service is required, <br />containers shall be placed at the curb, in a location easily accessible for motor vehicle pick-up. <br />Containers must be placed for pick-up before 7:00 a.m. 6:00 a.m. on the day of collection to <br />ensure service. The hauler shall complete pick-ups by 7:00 p.m., unless emergency permission is <br />granted by the city, and all containers must be removed from the curb no later than 8:00 p.m. on <br />collection day.
