STAFF REPORT <br />DATE: February 17, 2026 <br />REGULAR <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: Public Hearing Notice Process Enhancements <br />CORE STRATEGIES: <br />☐Vibrant, inclusive, connected community ☒Efficient, reliable, innovative services <br />☒Responsive, transparent, adaptive governance ☐Balanced Finances now and future <br />☐Managed Growth ☐Resilient Infrastructure <br />BACKGROUND: At the December 9, 2025 workshop the City Council reviewed the city’s draft <br />Communications Plan. Following the presentation, the city council discussed enhancements to our public <br />hearing notice process. The options discussed were increasing the mailing distance requirements from <br />350’ to 500’, adding the notices to the website and allowing users to opt in to receive notifications when <br />new public hearing notices are added, and using social media to post public hearing notices. <br />ISSUE BEFORE COUNCIL: Does the City Council wish to use social media as a supplemental method <br />for public hearing notices? <br />PROPOSAL DETAILS/ANALYSIS: Staff has implemented the following improvements to increase <br />transparency, accessibility, and public awareness of public hearings: <br />1.Website Posting <br />Public hearing notices are now posted on the City’s website in a centralized location (Agenda Center), <br />allowing residents to easily view upcoming hearings and access related information. <br />2.Email Notification Sign-Up <br />Residents may now sign up to receive notifications when a new public hearing notice is posted to the <br />website. This allows interested parties to receive timely updates without having to routinely check the <br />website. <br />3. Expanded Mailed Notice Radius (on consent agenda tonight 2/17) <br />The mailing distance for required public hearing notices has been increased from 350 feet to 500 feet. This <br />change expands outreach to additional property owners who may be affected by or interested in proposed <br />actions. <br />These enhancements are intended to improve public engagement, provide multiple avenues for receiving <br />information, and exceed minimum noticing requirements. <br />These enhancements will be applied consistently for all of our public hearings.
