• Street vacation. <br />• Annexation by ordinance. <br />• Local improvement projects that will be paid for with special <br />assessments. <br />• When special assessments are made to property. <br />• Purchase and improvement of waterworks, sewers, drains, and storm <br />sewers by storm sewer improvement districts. <br />• Adoption of a housing redevelopment authority (HRA) enabling <br />resolution. <br />• Adoption of an economic development authority (EDA) enabling <br />resolution. <br />• Sale of port authority land. <br />• Sale of EDA land. <br />• Increase of levy for an EDA. <br />• Continuation of a municipal liquor store after a net loss for two of <br />three consecutive years. <br />• Truth-in-taxation. <br />• Adoption or amendment of a zoning ordinance. <br />• Subdivision applications. <br />• Granting of a conditional use permit. <br />• Adoption of a charter amendment by ordinance. <br />• Certain interim ordinances. <br /> <br />Social Media as a Public Hearing Notice Tool – Pros and Cons <br /> <br />As part of ongoing efforts to enhance communication, Council may wish to discuss the use of social media <br />platforms as a supplemental method for public hearing notices. <br /> <br />Pros: <br />• Broad and rapid dissemination of information to a wide audience <br />• Increased visibility among residents who primarily receive information online <br />• Ability to share reminders as hearing dates approach <br />• Low cost and efficient method to supplement existing notice requirements <br /> <br />Cons: <br />• Social media users do not represent all segments of the community <br />• Platform algorithms may limit who actually sees posted notices <br />• Content may be easily missed due to volume of posts <br />• Potential public confusion if social media is perceived as a substitute rather than a supplement to <br />legally required notices <br />• Ongoing staff time needed for posting, monitoring, and recording comments sent via direct <br />messaging (even when comments are disabled on posts) <br /> <br />The City Attorney provided a legal opinion on using social media for public hearing notices.
